residence permit in Turkey, is an administrative permit that allows foreigners to legally stay in Turkey for longer than the period granted by their visa or visa exemption, or for more than ninety days. However, the same permit type does not apply to every applicant. The purpose of stay, family ties, educational status, duration spent in Turkey, and the specific circumstances of the case determine which residence permit may be requested.
This guide explains short-term, family, student, long-term, humanitarian, and human trafficking victim residence permits, the differences between initial applications, extensions, and transition applications, essential documents, the evaluation process, and the remedies available in case of refusal, as of 2026. Short answer: The application is not merely about filling out an online form. The foreigner must select the permit type appropriate for their purpose of stay, create an e-Residence registration within the valid period of stay, fulfill appointment and document requirements, and ensure that the declared address and documents are consistent with each other. The mere submission of an application does not automatically mean that the permit will be granted.
What is a Residence Permit and Who Is Required to Obtain One?
Pursuant to the Law on Foreigners and International Protection No. 6458, foreigners intending to stay in Turkey for longer than the period provided by their visa or visa exemption, or for more than ninety days, are required, as a rule, to obtain a residence permit. While a visa grants the right of entry and a limited stay, a residence permit serves as the basis for a longer-term legal stay. These two concepts are not the same.
A work permit, as a rule, substitutes for a residence permit for the duration of its validity. Therefore, a foreigner holding a valid work permit is generally not required to obtain a separate residence permit for the same period. Conversely, a residence permit does not automatically grant the foreigner the right to work. With respect to a foreigner wishing to work foreign work permit requirements must be evaluated separately.
What Are the Types of Residence Permits in Turkey?
Six types of residence permits are regulated under the Law. Selecting the correct permit type in the application directly affects the legal basis of the file. Of the Presidency of Migration Management explanation of official residence permit types should be taken as a basis in the control of current conditions on.

| Permit type | Main area of use | Key feature |
|---|---|---|
| Short-term residence permit | Real estate, tourism, commercial connections, medical treatment, and other purposes set forth in the Law | The purpose of stay must be supported by documents. |
| Family residence permit | The foreign spouse and children of the sponsor specified in the law | There are separate conditions regarding the sponsor and the family member |
| Student residence permit | Primary, secondary, and higher education students | The purpose of education and active student status is decisive. |
| Long-term residence permit | Those who have resided in Turkey legally and continuously for at least eight years and meet the other conditions | It is issued indefinitely. |
| Humanitarian Residence Permit | Extraordinary or humanitarian circumstances exhaustively enumerated in the law | It is of an exceptional nature, differing from general residence conditions. |
| Victims of human trafficking residence permit | Foreigners with strong suspicion of being or potentially being victims | It serves the purpose of protection and recovery. |
Short-Term Residence Permit
The short-term residence permit does not consist solely of a single "tourist residence" category. Scientific research, owning immovable property in Turkey, establishing commercial connections or businesses, in-service training, student exchange programs, tourism, medical treatment, judicial or administrative authorities' decisions, learning Turkish, and other purposes specified in the Law may be evaluated under this heading. The documents to be submitted and the evaluation criteria differ for each purpose.
The requirements for application grounds such as tourism, owning real estate in Turkey, commercial ties, medical treatment, learning Turkish, and graduation differ. To compare all application grounds, required documents, periods, and grounds for refusal, short-term residence permit application requirements you may review our guide.
A short-term residence permit may be issued for a maximum period of two years at a time, excluding special categories regarding qualified investors and citizens of the Turkish Republic of Northern Cyprus. However, the phrase "maximum two years" does not mean that a two-year permit will be granted to every applicant. The administration evaluates the requested period, purpose of stay, document validity dates, and the specific case file together.
The applicant must submit information and documents supporting the purpose of stay, must not fall within the scope of the Law's provisions regarding impediments to entry into the country, must possess adequate accommodation conditions, and must correctly declare their address of stay in Turkey. A criminal record certificate may also be requested if deemed necessary.
Family Residence Permit
A family residence permit may be granted to the foreign spouse of Turkish citizens, persons within the scope of Article 28 of Law No. 5901, residence permit holders, refugees, and subsidiary protection status holders, as well as to their own or their spouse's minor foreign child and dependent foreign child. This permit is issued for a maximum of three years at a time and cannot exceed the duration of the sponsor's residence permit.
The sponsor must have valid health insurance covering all family members, sufficient income according to the family size, and a registered address; furthermore, they must meet other conditions stipulated in the legislation. It is possible to assess whether the marriage was entered into solely for the purpose of obtaining a residence permit. It is also important that the spouses have reached the age of eighteen and that documents evidencing the family bond are duly submitted.
For detailed information regarding the income, insurance, and address requirements sought in the sponsor, the status of the foreign spouse and children, sham marriage investigations, divorce, and grounds for refusal, family residence permit requirements and application process you may review our guide.
Student Residence Permit
A student residence permit may be granted to primary and secondary education students who do not hold a family residence permit, as well as to foreigners who will receive associate, undergraduate, graduate, doctoral, medical specialization, or dentistry specialization education in Turkey. The permit duration is determined based on education and enrollment status; if the education period is less than one year, the permit duration cannot exceed the study period.
A student residence permit does not directly grant the right to work. Foreign students in formal higher education may work provided they obtain a work permit; for associate and undergraduate students, the right to work begins after the first year. In cases such as a change of university, department, or province, notification and new permit procedures may become applicable.
For detailed information regarding university registration, required documents, health insurance, the right to work, applications by individuals over 35 years of age, and the evaluation of the purpose of studying, student residence permit requirements and documents you can review our article.
Long-Term Residence Permit
A permanent long-term residence permit may be issued by governorates, with the approval of the Ministry, to foreigners who have resided in Turkey uninterruptedly with a residence permit for at least eight years and who meet the other conditions set forth in the Law. In calculating the eight-year period, half of the time spent with a student residence permit and the entirety of the time spent with other residence permits are taken into account.
Not having received social assistance within the last three years, having sufficient and regular income for oneself and one's family, if any, having valid health insurance, and not posing a threat to public order or public security are among the fundamental conditions. For details regarding the calculation of the uninterrupted period, calculation of the eight-year period for long-term residence permits, and for comprehensive conditions, long-term residence permit guide may be examined.
Refugees, conditional refugees, subsidiary protection beneficiaries, humanitarian residence permit holders, and persons under temporary protection are not granted the right to transition to a long-term residence permit. Therefore, residing in Turkey for a long period alone is not sufficient for this type of permit; the legal nature of the stay is also crucial.
Humanitarian Residence Permit
A humanitarian residence permit is not an alternative to one of the ordinary residence types. It comes into question in limited circumstances such as the best interests of the child, the physical or legal impossibility of the foreigner's departure from Turkey, certain judicial processes specified in the Law, urgent reasons, and extraordinary situations. Although general residence permit conditions are not sought in the same manner for this type, the humanitarian reason must be explained with concrete information and documents.
When the conditions necessitating the issuance of the humanitarian permit cease to exist, the permit may be canceled or may not be renewed. The periods spent with this permit are not taken into account in calculating the residence periods stipulated in the Law. The conditions of the matter and application details are further explained in the 2026 humanitarian residence permit guide .
Residence Permit for Victims of Human Trafficking
A residence permit with a duration of thirty days may be issued to foreigners for whom there is a strong suspicion that they are or may be victims of human trafficking, in order to enable them to recover from the effects of their experiences and to decide whether to cooperate with the competent authorities. The permit may be extended for periods of a maximum of six months each; the total of extensions cannot exceed three years. General conditions required in other residence permits are not sought for this type.
Detailed explanations regarding the thirty-day reflection period, extension of the permit, support provided to the victim, and termination of permit conditions victim of human trafficking residence permit is included in our guide.
Difference Between Initial Application, Extension, and Transition Application
Scroll horizontally to view the full table
| Application type | When is it used? | Critical point |
|---|---|---|
| Initial application | When applying for the relevant residence permit in Turkey for the first time | Must be initiated before the expiration of the legal stay period provided by the visa or visa exemption |
| Extension application | When it is desired to extend the current permit for the same purpose | Shall be made starting 60 days before the expiration of the permit and in any case before the permit expires |
| Transition application | When the current purpose of stay has ended and a new legal ground has arisen | The permit type and documents suitable for the new purpose must be selected |
If the basis of the current residence permit has expired or the foreigner's purpose of stay in Turkey has changed, it may be necessary to apply for a different type of permit. For application types, the 10-day period, and application examples, our residence permit transition application guide you may review.
For example, if the education that served as the basis for a student residence permit has ended, but the foreigner has established a new family bond qualifying them for a family residence permit, the issue is not merely extending the previous permit. A transition application suited to the new purpose of stay may be required. Choosing the wrong application type may cause the file to face unnecessary document requests or the risk of rejection.
How to Apply for a Residence Permit?
1. Determining the Permit Type Suitable for the Purpose of Stay
"Why staying in Turkey" must be clearly defined prior to the application. Owning real estate, receiving education, staying with family, or asserting a humanitarian situation are not subject to the same legal regime. The purpose stated in the application form, the submitted documents, and the factual situation must be consistent with one another.
2. Creation of the e-Residence Application
Initial, extension, and transition applications are created via the Presidency of Migration Management's official e-Residence system portal. Personal information, passport details, Turkey entry records, address, contact details, and the purpose of stay must be entered completely. Caution should be exercised against websites claiming to issue residence permits or guaranteeing outcomes outside of the official system.
3. Appointment and Submission of Documents
For initial and transition applications, the foreigner must be present with the requested documents at the relevant Provincial Directorate of Migration Management on the appointment date assigned by the system. For extension applications, the current appointment and delivery procedure must also be followed. Although it is possible for the application to be made through a lawyer or legal representative, the administration may require the personal presence of the foreigner. The current document list can be accessed by selecting the application type via the e-Residence requested documents screen must be verified.
Failure to attend the appointment scheduled for an initial or transition application without a valid excuse may result in the foreigner being deemed not to have applied at all. For detailed information regarding missed appointments, valid excuses, and the possibility of re-application, what happens if you do not attend the residence permit appointment .
4. Evaluation and Missing Document Process
The administration reviews the application according to the statutory requirements of the selected permit type. If deemed necessary, it may request additional information or documents. According to the current frequently asked questions of the Presidency of Migration Management, the administration may grant up to thirty days to complete missing documents; if the deficiencies are not remedied within this period, the application may be withdrawn from processing. The status of the application must be monitored through official channels.
Failure to complete the missing documents requested by the administration within the given period or to fulfill the obligations during the application process may result in the removal of the file from the processing queue. For detailed information on the difference between the decision of removal from processing and a rejection decision, its legal consequences, and re-application options, withdrawal of the residence permit application from processing you may review our guide.
What Documents Are Required for a Residence Permit?
The document list varies depending on the type of permit, nationality, age, family status, and purpose of stay. Therefore, the following list serves as a general checklist:
- residence permit application form,
- Relevant pages of the passport or substitute document,
- Biometric photograph appropriate for the requested type of permit,
- Documents showing the address of stay and housing arrangements,
- Valid health insurance covering the requested duration or an accepted insurance/provision document,
- Declaration of sufficient and regular financial resources or requested supporting documents,
- Payment receipts regarding the residence permit fee and card cost,
- Documents specific to the purpose of stay, such as a title deed, student certificate, document proving family ties, treatment document, or commercial connection document,
- Additional information and documents that may be requested by the administration for the specific case file.
For documents issued in a foreign country, an apostille or consular legalization, along with a sworn translation and notary approval, may be required. The country where the document was issued, agreements between Turkey and the relevant country, and the nature of the document must be evaluated together. The passport or travel document must be valid for at least sixty days longer than the requested residence duration.
Health Insurance, Address, and Financial Sufficiency Requirements
Health Insurance
Valid health insurance must cover the requested residence permit duration. A document showing that health services are utilized within the scope of a bilateral social security agreement, an SGK provision document, an application document for general health insurance, or private health insurance meeting the conditions are among the accepted options. Since different practices may apply depending on age and permit type, the current document list must be taken as the basis.
Address and Accommodation
The applicant must provide the address in Turkey accurately and completely. Depending on the type of accommodation, a rental agreement, title deed, hotel or dormitory registration, or documents pertaining to the host may be required. Discrepancies between the application statement and the actual residence, or deficiencies in the address documentation, may adversely affect the evaluation.
Law enforcement or relevant administrative units may verify whether the address declared in the application corresponds to the actual residence. For detailed information regarding the scope of the address investigation, absence from the home, cohabitants, required documents, and remedies against an adverse finding, residence permit address inspection and investigation process you may review our guide.
Financial Resources
The foreigner is expected to possess sufficient and regular financial resources for the duration of their stay. The administration may request supporting evidence for such declarations. Specific conditions are established regarding the sponsor's income for family residence permits, and the livelihood of the foreigner and their family, if any, for long-term residence permits. A single bank balance is not an automatic criterion deemed sufficient in every circumstance.
When Should a Residence Permit Application Be Made?
Initial applications must be made within the legal stay period provided by a visa or visa exemption in Turkey. Extension applications shall be made starting from sixty days prior to the expiration of the current residence permit and, in any case, before the permit duration expires. Leaving the application to the final day may make it difficult to remedy issues arising from systems, documents, payments, or appointments.
up-to-date statements by the Directorate General of Migration Management regarding the application procedure, health insurance, and address notification Residence General Information from the page; common questions in practice from the official residence permit FAQ page can be reviewed.
A foreigner wishing to continue staying in Turkey with their current residence permit must submit an extension application starting from 60 days prior to the expiration of the card and, in any event, before the card validity expires. For application deadlines, UETS (National Electronic Notification System) obligations, required documents, and refusal risks, our residence permit extension application guide you may review.
Staying in Turkey and Traveling Abroad During the Application Process
Upon the foreigner attending the appointment and completing the application in initial submissions, or upon the proper completion of the online transaction in extension applications, a residence permit application certificate may be issued. The scope, validity, and privileges regarding international travel associated with this document must be evaluated in conjunction with the records on the document and current administrative practices.
It should not be assumed that the application form or appointment record alone grants an unlimited right of entry and exit. Before traveling abroad, the application certificate, fee receipts, visa regime, and permitted duration of stay abroad must be verified with the official authorities. Otherwise, visa violations or legal stay issues may arise upon re-entry.
Exiting and re-entering Turkey with a residence permit application document is subject to specific document, time, and payment conditions. For detailed information regarding the legal nature of the application document, fee receipts, and the rule of staying abroad for a maximum of 15 days, traveling abroad with the residence permit application certificate you may review our guide.
What Happens in Case of an Address or City Change?
If the address changes during the residence permit validity period, the necessary notifications must be made to the Provincial Directorate of Migration Management and the civil registry office within twenty business days. If residency will be established in another province, an application to the migration management of the new province and the issuance of a new document will be required. For a detailed explanation, Change of city in residence permit you can review our article.
How Long Does It Take to Process a Residence Permit Application?
Residence permit applications are projected to be concluded within ninety days at the latest from their completion. However, missing documents, verification of foreign authorities' documents, inter-institutional correspondence, or the need for additional review may affect the actual process. Regarding the commencement of the ninety-day period, the date on which the file is submitted completely is of importance.
For detailed information on from which date the ninety-day period stipulated in the law will begin, whether the expiration of the period implies direct approval, and the procedures that can be followed for delayed applications, what to do if a residence permit application is not concluded within 90 days .
A favorable outcome of the application does not mean that the process is completed in every case; the delivery of the printed residence card to the declared address must also be monitored. For the procedures to be followed in case the card is lost, stolen, cannot be delivered by PTT (Turkish Post), or is sent to the wrong address, loss and non-delivery of the residence card you may review our guide.
Why Is a Residence Permit Denied?
Although grounds for rejection vary depending on the type of permit, the following issues stand out in practice:
- Failure to meet the statutory requirements of the requested permit type,
- Inability to demonstrate the purpose of stay with sufficient and consistent documents,
- Assessment that the permit will be or has been used for purposes other than those for which it was granted,
- Failure to meet the requirements regarding address, accommodation, insurance, or financial means,
- failure to complete missing documents within the granted period,
- Having a valid deportation order or entry ban to Turkey,
- Submission of untrue, contradictory, or unverifiable information and documents.
Particularly for short-term applications made for tourism purposes, simply selecting "tourism" on the application form is not sufficient. It is expected that the stay plan, accommodation arrangements, and financial resources are presented in a convincing and consistent manner. Furthermore, having obtained a permit in the past does not mean that a subsequent application will be automatically approved.
What Can Be Done Against a Residence Permit Denial?
The decision of refusal, cancellation, or non-extension is notified to the foreigner or their legal representative. The notification document must be carefully examined regarding the grounds for the decision, applicable time limits, and the legal remedies to be pursued. Generally, an annulment action may be filed before the administrative court against administrative acts starting from the day following the notification; however, it must be separately verified whether the specific decision contains a special time limit or any other related proceedings.
Filing a lawsuit does not in any case automatically stay the execution of the decision nor does it grant the foreigner an automatic right to legal stay. Therefore, any applicable departure period from the country, visa or other permit rights, deportation orders, and the necessity for a stay of execution must be evaluated together. Regarding the grounds for refusal and the litigation process our residence permit refusal guide may be examined.
The rejection of an application and the cancellation of a previously issued residence permit are distinct administrative acts. For detailed information regarding the grounds upon which an existing permit may be cancelled, the consequences of the cancellation decision, notification, the litigation process, and the stay of execution annulment of residence permit and annulment action you may review our guide.
Court Decisions Regarding Residence Permit Disputes
In the event of the rejection of residence permit applications, the non-acceptance of extension requests, or the cancellation of an existing permit, the grounds and concrete documents underlying the administrative act may be subjected to judicial review. Below are the legal reviews of certain decisions rendered in residence permit lawsuits filed and conducted by Atty. Batın Yılmaz:
- Decision to revoke residence permit based on deficient address investigation
- Decision regarding the cancellation of the residence permit due to an inspection conducted at the wrong address
- Annulment decision regarding the rejection of the student residence permit extension request
- Annulment decision regarding the rejection of residence permit based on commercial ties
- Decision regarding the cancellation of the property residence permit and the V-69 entry ban
These decisions are based on the documents and conditions of concrete disputes and do not indicate that the same outcome will occur in every similar application. Frequently Asked Questions
Is a residence permit required to stay in Turkey for more than 90 days?
As a rule, yes. If you intend to stay in Turkey beyond the period granted by your visa or visa exemption, or exceeding ninety days, a residence permit is required unless an exemption or another legal right to stay applies.
Where is a residence permit application submitted?
Initial, extension, and transition applications are initiated through the official e-Residence system of the Presidency of Migration Management. Depending on the type of application, it is required to attend the appointment and submit the documents to the competent authority.
When is the residence permit extension application made?
The extension application can be made starting from sixty days prior to the expiration of the current residence permit, and in any case, must be completed before the permit expires.
Does a residence permit grant the right to work?
No. A residence permit alone does not grant the right to work. As a rule, a foreigner must have a work permit or work permit exemption in order to work. A valid work permit generally serves in lieu of a residence permit.
Does purchasing real estate guarantee a residence permit?
No. Owning real estate in Turkey can serve as a basis for a short-term residence permit application; however, the characteristics, intended use, and other legal conditions of the property are evaluated. Holding a title deed (tapu) does not guarantee automatic acceptance or duration. For foreign nationals owning residential property in Turkey, the property's characteristics, acquisition date, and value threshold are examined separately. For detailed information regarding the current USD 200,000 limit and the single-property requirement, our residence permit through property ownership guide you may review.
What happens if there are missing documents in the application?
The administration may grant up to thirty days to complete the missing documents. Failure to complete the documents within the given period may result in the application being dropped from processing.
In how many days is a residence permit concluded?
Applications are expected to be concluded within a maximum of ninety days from the completion of the file. Missing documents and the need for additional review may affect the actual timeframe.
Can a lawsuit be filed if the residence permit is rejected?
An annulment action may be filed against the rejection decision in the administrative court, provided that the conditions are met. The notification date, the justification for the decision, the applicable litigation period, and the legal stay status of the foreign national must be examined together in the specific case.
Conclusion
What is decisive in a residence permit application in Turkey is the consistency between the foreign national's actual purpose of stay, the type of permit chosen, and the submitted documents. The durations for initial applications, extensions, and transition processes differ; having obtained a permit in the past does not mean that a new application will be approved. In particular, cases involving family ties, long-term duration calculations, humanitarian reasons, address changes, or prior rejection decisions require a separate evaluation of the specific circumstances.
