Short-term residence permit, is a type of residence permit that can be granted to foreigners who wish to stay in Turkey longer than the period allowed by a visa or visa exemption and who rely on one of the purposes set forth in the Law on Foreigners and International Protection No. 6458. Tourism, owning real estate in Turkey, establishing business connections, receiving medical treatment, learning Turkish, and completing higher education in Turkey are among these grounds.

However, a short-term residence permit is not granted automatically simply by filling out an application form or being present in Turkey. The purpose of stay in the application must be genuine, current, and supported by documentation; conditions regarding accommodation, health insurance, passport, and address must also be met depending on the nature of the application. This guide explains application grounds, required documents, periods, extension and transition applications, and grounds for rejection as of 2026.

Up-to-date fee and exemption explanations is published on the Presidency of Migration Management's page for document fees and visa/residence fee amounts. Amounts requested by intermediary websites under the name "e-Residence application fee" should not be confused with official fees.

Why is a Short-Term Residence Permit Denied?

Short-term residence permit applications may be denied for reasons such as failure to meet one of the required conditions, inability to substantiate the purpose of the application with sufficient or credible documents, or the existence of an entry ban or deportation decision against the foreigner. The disappearance of conditions after the permit is granted, the use of the permit for purposes other than those for which it was granted, or the violation of rules regarding the duration of stay abroad may also result in cancellation or non-extension.

In practice, the following issues are particularly encountered:

  • Discrepancy between the purpose of the application and the submitted documents or factual situation,
  • Failure to substantiate the touristic stay plan concretely,
  • Deficiencies and inconsistencies in the address or accommodation document,
  • Health insurance not covering the requested period,
  • Passport validity being insufficient for the requested permit duration,
  • failure to complete missing documents within the granted period,
  • Failure to make the extension or transition application within due time,
  • The residence permit being factually used for another purpose.

The grounds for the rejection decision and the date of notification are decisive regarding the legal remedies that can be pursued. Since every rejection decision is not based on the same reason, instead of using a standard objection text, the administrative file, submitted documents, and the administration's grounds must be evaluated together. For detailed information residence permit denial and cancellation lawsuit you may review our guide.

The rejection of a short-term residence permit application and the revocation of a previously issued permit are distinct administrative acts. For detailed information regarding the subsequent disappearance of permit conditions, the use of the permit outside its intended purpose, the duration of stay abroad, and the lawsuit that can be filed against the revocation decision, annulment of residence permit and annulment action you may review our guide.

Most Common Mistakes Made in Applications

Selecting the Wrong Purpose of Stay

The ground for application must correspond with the individual's actual purpose of staying in Türkiye. For instance, a person who actually intends to conduct commercial activities relying solely on tourism as the stated purpose, or believing that an activity requiring employment can be pursued with a residence permit, may give rise to legal issues.

Preparing Documents Independently of One Another

The address stated in the application form must match the lease agreement, the requested duration must correspond with the passport and insurance, and the declared purpose must be consistent with the supporting documents. Contradictions between documents that each appear valid individually may undermine the credibility of the application.

Failure to Report Address Changes

If the address changes while the residence permit is valid, the notification and registration procedures stipulated by the legislation must be carried out in a timely manner. Relocating to another province may not merely consist of an address update and may require re-processing in the new province. For details, Change of city in residence permit you can review our article.

Leaving Deadlines to the Last Day

Passports, insurance, documents obtained from a foreign country, apostille, and translation procedures may take time. Leaving an extension or transition application to the last day may cause technical errors, missing documents, or appointment issues to pose a risk in terms of legal stay.

Short-Term Residence Permit Application Checklist

  • Is the actual purpose of stay identical to the selected application category?
  • Was the initial, extension, or transition application chosen correctly?
  • Is the passport valid for at least 60 days longer than the requested period?
  • Does the health insurance cover the entire requested period?
  • Do the address and accommodation documents match the information provided in the application form?
  • Is the document specific to the ground for application up-to-date and verifiable?
  • Are the legalization and translation procedures for documents obtained from abroad completed?
  • Have the fee and document costs been paid based on the correct accrual?
  • Have the appointment date, additional document deadline, and current permit expiration date been recorded?
  • Have copies of all documents in the application file been retained?

Conclusion and Legal Assessment

A short-term residence permit is not a uniform tourist residence permit; it is a type of permit covering different purposes of stay numerated exhaustively under the law. For a sound application, the correct category must first be selected, and then the documents specific to this category, along with general conditions, must be presented consistently in the same file. Changes regarding address, passport, insurance, and validity periods must also be monitored while the application is pending.

In the event that an application is rejected, a change of permit type is required, or there is a situation among the documents requiring legal evaluation, the file must be reviewed according to its specific circumstances.
