Short answer: Citizens of the Turkish Republic of Northern Cyprus can obtain a short-term residence permit in Turkey for up to five years at a time, pursuant to Article 31/1-k of the Law on Foreigners and International Protection No. 6458. However, this special residence facility is not automatic, and the residence card alone does not grant the right to work. As a rule, a TRNC citizen who wishes to work in Turkey must also obtain a work permit or possess a work permit exemption explicitly stipulated by law.
The regulation concerning TRNC citizens is more favorable in terms of duration compared to standard short-term residence permits. Conversely, "being a TRNC citizen" is not equivalent to Turkish citizenship or an unrestricted right to work. Residence, employment, social security, corporate partnership, and citizenship are distinct legal domains, each of which must be evaluated according to its own conditions.
Are TRNC Citizens Considered Foreigners in Turkey?
A TRNC citizen who does not hold Republic of Turkey citizenship has the status of a foreigner with regard to aliens law proceedings. Indeed, Law No. 6458 establishes a specific short-term residence ground for "foreigners who are citizens of the Turkish Republic of Northern Cyprus." If the individual is also a citizen of the Republic of Turkey, they are not subject to residence and work permit rules in the capacity of a foreigner.
This distinction is significant in practice. A TRNC ID card or passport does not produce the same legal consequences as a Republic of Turkey ID. The applicant's dual citizenship, travel document used, and records in Turkey must be jointly verified prior to application.
Legal Basis of Special Residence Permit for TRNC Citizens
Basis of the special regulation is Article 31/1-k of the Law on Foreigners and International Protection No. 6458. This provision lists TRNC citizens among the foreigners who may be granted a short-term residence permit. On the residence permit types page of the Presidency of Migration Management , it is also explained that residence permits can be issued to TRNC citizens for periods of up to five years at a time.

| Subject | Conclusion regarding TRNC citizens |

| Residence permit type | Short-term residence permit |
| Legal basis | Law No. 6458, Art. 31/1-k |
| Maximum duration | Up to five years each time |
| Automatic right? | No; application and administrative evaluation are required |
| Right to work | A residence permit alone does not grant the right to work. |
| Result of citizenship | A five-year residence does not automatically grant Turkish citizenship. |
For How Many Years is the Residence Permit Granted to TRNC Citizens?
Short-term residence permit for TRNC citizens for periods of up to five years each can be issued. The “five years” mentioned here is not a mandatory or fixed period granted to everyone; it is the statutory upper limit. Directorate General of Migration Management residence permit frequently asked questions page, clarifies that short-term permits are, as a rule, for a maximum of two years, and that permits of up to five years may be granted to TRNC citizens and qualified investors specified in the law.
The Administration evaluates the requested period together with the validity of the passport, health insurance, address, application documents, and the specific circumstances of the case. Therefore, requesting a five-year period in the form does not mean that the card will necessarily be issued for a duration of five years.
How Do TRNC Citizens Apply for a Residence Permit?
The application is initiated via e-İkamet system , just like other residence permits. The application must be correctly selected as an initial, extension, or transition application. After the electronic form is completed, the documents requested by the system and the competent provincial migration administration are submitted in the specified manner.
- The legal period of stay and current status in Turkey are verified.
- Select the appropriate reason for the short-term residence permit and TRNC citizenship in the e-Residency system.
- The requested duration is determined in compliance with the validity of the passport and insurance.
- The application form and appointment/submission details are obtained.
- Identity, passport, photograph, address, insurance, and payment documents are prepared.
- The file is submitted in accordance with the established procedure, and requests for additional documents are tracked.
To compare the general framework of residence permits you can review our 2026 Turkey residence permit guide. If transitioning from another permit type to the short-term permit specific to TRNC citizens residence permit transition application rules are also of importance.
What Documents Are Required for a Residence Permit?
The document checklist may vary depending on the application type, the applicant's age, address, and the e-Residency form. The final checklist must be verified through the application form and the administration's current requirements. Generally, the following documents are required:
- Signed residence permit application form,
- Valid TRNC passport or accepted travel document and required page copies,
- Current biometric photographs,
- Documents demonstrating TRNC citizenship and identity information,
- Rental agreement, title deed, commitment letter, or other applicable document proving the address of stay in Turkey,
- Valid health insurance covering the requested duration or a document showing exemption,
- Declaration of financial means and, where necessary, supporting documents,
- Receipts for residency fee and card cost payments, or an exemption document if applicable,
- Current residence card and foreign identity number information,
- Birth certificates, custody documents, and, where necessary, consent documents in respect of children.
In the event that the address is moved to another province, notification and new permit procedures may additionally arise. For details change of city and address in residence permit you can review our article.
Is the Residence Permit for TRNC Citizens Automatic?
No. The law has granted TRNC citizens a specific ground for application and a longer maximum duration; it has not conferred the right of residence without application or examination. General conditions for short-term residence permits are also evaluated. The applicant is required to submit information and documents regarding the purpose of stay, have acceptable accommodation conditions, and declare the address of stay in Turkey.
The application of a person who has a valid deportation or entry ban decision against them, provides false information, or fails to meet the application requirements may be rejected. In the event of a rejection application and litigation avenues against the rejection of a residence permit must be evaluated based on the concrete notification document.
Can TRNC Citizens Work in Turkey?
TRNC citizens can work in Turkey; however, simply being a TRNC citizen or holding a residence permit is generally not sufficient. Before starting to work, an appropriate work permit must be obtained or the individual must fall under a clear work permit exemption. A residence permit regulates the foreigner's stay in Turkey, while a work permit regulates their employment under specific conditions.
on the official legislation page of the Ministry of Labour and Social Security Article 16/1-d of the International Labour Law No. 6735, available [there], allows for the application of exceptional provisions in work permit applications regarding TRNC citizens. This regulation does not mean that a permit will be granted automatically or that TRNC citizens are completely exempt from work permits. The application is still evaluated by the Ministry.
What does "exceptional work permit" mean?
Exceptional evaluation is a legal regime that allows certain general provisions regarding work permits to be applied differently for specific foreigners enumerated in the law. Being included in this scope is a significant advantage for a TRNC citizen; however, it does not mean that the application cannot be rejected. International labor policy, profession, sector, wage, employer's status, foreigner's qualifications, and special legislation requirements may be examined.
On the Ministry's work permit types page the basic characteristics of temporary, permanent, and independent work permits, as well as the Turquoise Card, are explained. Which permit type is appropriate is determined based on the distinction between dependent employment and self-employment.
Is the Work Permit Application Made from Within or Outside the Country?
According to the Ministry of Labour and Social Security's explanation of application types an in-country application is made for foreigners who are present in Turkey and hold a valid residence permit with a duration of at least six months. As a rule, a foreigner who does not hold a residence permit initiates the out-of-country process through the Republic of Turkey diplomatic mission in the country of which they are a citizen or where they legally reside.
When selecting the application route, the individual's current residence card, the total and remaining validity of the card, the employer, the employment arrangement, and the Ministry's specific practices must be checked. |---|---|---|
| The primary purpose | Legal stay in Turkey | Legal employment in Turkey |
| Competent authority | Presidency of Migration Management / governorship | Ministry of Labour and Social Security |
| Legal basis | Law No. 6458, Art. 31/1-k | Law No. 6735 |
| Maximum initial duration | Can be issued for up to five years | Varies depending on the permit type and application; maximum of one year for the initial application of a timed permit |
| Employer/business connection | Not Required | In dependent employment, the work permit is regulated for a specific employer and scope of work. |
| Right to work independently | Does not grant | Grants within the framework of the records and limitations in the document |
Does Establishing a Company or Being a Company Shareholder Grant the Right to Work?
No. The establishment of a company or partnership in Türkiye by a TRNC citizen does not, in and of itself, grant the right to de facto work. A foreigner merely being a capital shareholder is distinct from serving as a manager, director, or active employee in the company. If de facto employment is in question, the work permit obligation must be evaluated separately.
Regarding independent work permits, criteria such as the foreigner's educational level, professional experience, the impact of their activity on the economy and employment, and capital share if they are a company partner may be taken into account. Workplace, employer, and profession limitations in the work permit document must also be observed. We explain the meaning of the restrictions placed on the work permit in our work permit annotations article.
Does a Work Permit Replace a Residence Permit?
Pursuant to Law No. 6735, a valid work permit or work permit exemption shall replace a residence permit within the framework of the principles set forth in Law No. 6458. However, the legal purpose of both documents is not the same. When a work permit terminates for a specific employer and job, the person's legal basis for stay may also be affected. Whether the TRNC citizen also holds a valid short-term residence permit becomes crucial at this point.
In the event of an employer change, termination of employment, or cancellation of the permit, the new work or residence status must be planned in a timely manner. If the cancellation of the residence card comes into question, cancellation of residence permit and legal remedies our article may be reviewed.
Social Security and SGK Obligations
Obtaining a work permit does not eliminate social security obligations. Regarding the Ministry's statement on the social security of foreign employees accordingly, both the work permit holder and the employer employing the foreign national must fulfill their obligations under social security legislation within the statutory periods.
There is a social security agreement signed between Turkey and the TRNC on March 9, 1987, which entered into force on December 1, 1988. The list of official social security agreements, indicates the entry-into-force details of the agreement. The agreement may produce legal effects depending on the specific circumstances of the case regarding matters such as equal treatment, aggregation of service periods, healthcare benefits, or temporary assignments. However, a social security agreement does not constitute a general work exemption that automatically eliminates the requirement for a work permit.
Do Family Members Benefit Automatically From the Same Rights?
A residence permit granted to a TRNC citizen does not automatically grant the same card to the spouse and children. The citizenship, age, dependency status, and current status of each family member are examined separately. If the spouse or child is also a TRNC citizen, they may apply on their own behalf under Article 31/1-k. If they are not a TRNC citizen, a family residence permit or another type of residence permit suitable to their situation is evaluated.
Similarly, a work permit granted to one family member does not confer the right to work on other family members. Every foreign national intending to work must hold a permit or exemption appropriate to their own status.
Does a Five-Year Residence Permit Grant Turkish Citizenship?
No. Holding a five-year residence card and acquiring Turkish citizenship are distinct matters. Although the duration of residence may be significant regarding certain conditions for a citizenship application, merely residing in Turkey for five years does not automatically result in the acquisition of citizenship. The type of citizenship at the time of application, the calculation of uninterrupted residence, intent to settle, public order, and other statutory requirements are evaluated together.
Can One Transition to a Long-Term Residence Permit?
A foreign national who has resided in Turkey uninterruptedly for at least eight years and meets the other statutory conditions may be evaluated for a long-term residence permit. The short-term residence duration granted to a TRNC citizen may generally be taken into account in calculating legal residence; however, interruptions, stays abroad, social assistance, income, and insurance conditions are examined separately. For details, long-term residence permit you can review our article.
What Are the Risks of Rejection and Cancellation?
- Failure of the applicant to duly prove TRNC citizenship or identity information,
- Inconsistency of passport, insurance, or address documents with the requested period,
- Submission of incorrect, incomplete, or contradictory information,
- Failure to meet the general conditions for a short-term residence permit,
- Having a valid deportation order or entry ban to Turkey,
- Using the residence permit for purposes other than those for which it was issued,
- Determination that the individual has been working de facto without a work permit,
- Failure to submit the extension application within the prescribed period.
Unauthorized employment may result in administrative sanctions and immigration law consequences for both the foreign national and the employer. In the event of an application denial, the notification date, the grounds for rejection, and the foreigner's current legal stay duration must be examined together.

Frequently Asked Questions
Can a TRNC citizen stay indefinitely in Turkey?
No. TRNC citizens can obtain short-term residence permits for up to five years each; however, the valid legal stay or permit period must be maintained. Indefinite stay is only possible through another legal status.
Is a TRNC citizen unconditionally granted a five-year residence permit?
No. Five years is the maximum duration. The administration may issue a permit for a shorter duration based on the application documents and specific circumstances, or reject the application if the conditions are not met.
Can I work in Turkey with a TRNC ID card?
A TRNC ID card or residence card does not grant the right to work on its own. It is necessary to obtain an appropriate work permit or have a statutory work permit exemption.
Are TRNC citizens exempt from work permits?
There is no general and automatic exemption. Law No. 6735 allows exceptional provisions to be applied to work permit applications by TRNC citizens; an application and evaluation are still required.
Can I apply for a work permit from within the country without a residence permit?
As a rule, domestic applications require a valid residence permit with a duration of at least six months. If this condition is not met, the out-of-country application route or special circumstances must be evaluated separately.
Is a work permit required if a TRNC citizen becomes a company partner?
Merely being a shareholder is different from actively participating in the company. If there is a managerial role, directorship, or actual employment, the requirement for a work permit must be evaluated separately.
Does the Turkey-TRNC social security agreement replace a work permit?
No. The agreement coordinates social security rights and obligations; it generally does not substitute for a work permit.
Is a five-year residence permit also granted to the spouse of a TRNC citizen?
If the spouse is also a TRNC citizen, they can apply for a special short-term residence permit on their own behalf. If the spouse is not a TRNC citizen, their status is evaluated separately based on a family residence permit or another appropriate permit type.
Conclusion
Pursuant to Article 31/1-k of Law No. 6458, TRNC citizens may apply for a short-term residence permit in Turkey for up to five years at a time. This significant facilitation does not imply automatic acceptance of the application or an unlimited stay. The right to work, however, is separate from the residence permit: although TRNC citizens may fall within the scope of exceptional evaluations, as a rule, they must additionally complete the work permit process.
In cases where residence, work, company partnership, or rejection procedures must be evaluated together on our immigration and aliens law services page you may benefit from the explanations.
