Residence permit for scientific research purposes, is a short-term residence permit that can be granted under Article 31/1-a of the Law on Foreigners and International Protection No. 6458 to foreigners who will reside in Turkey to conduct a specific research. If the research is subject to authorization, an authorization certificate from the relevant institution must be submitted; if it is not subject to authorization, an explanatory declaration regarding the subject, method, duration of the research, and the activities to be carried out in Turkey must be provided.

Obtaining an invitation letter from the university or holding the status of a "researcher" is not solely sufficient in every file. The research must be genuine, specific, time-bound, and documentable; and where necessary, ethics committee, excavation, archive, field, laboratory, or institutional access permits must be completed. This permit is not a work permit or a student residence permit. For the general framework, Residence Permit in Turkey 2026 guide can be reviewed.

What is a Residence Permit for Scientific Research Purposes?

This residence permit type is a short-term residence permit designed for foreigners coming to Turkey for research purposes to stay longer than the period provided by their visa or visa exemption. Rather than the academic title of the researcher, the concrete activity they will perform in Turkey is taken as the basis. Fieldwork for a doctoral dissertation, a scientific project conducted within a university, archival research, archaeological work, laboratory research, or a project carried out with a specific research institution may fall within this scope.

Articles 31–33 of Law No. 6458 and the provisions of the implementing regulation regarding short-term residence apply. In the official statement of the Presidency of Migration Management, it is stated that if the scientific research is subject to authorization, an authorization document from the institution or organization subject to the research is requested; if it is not subject to authorization, a declaration regarding the subject of the research is requested. The requirement for a "Scientific Research" visa is also separately included in the official statement for individuals coming from abroad for this purpose.

Who Can Apply for This Residence Permit?

The applicant must have a specific scientific research plan in Turkey. The following individuals may be evaluated within the scope of this permit based on the nature of their activities:

  • Academics affiliated with a foreign university or research institution,
  • Visiting researchers who have received an acceptance or invitation from a university in Türkiye,
  • Individuals who will conduct timed fieldwork for doctoral or post-doctoral research,
  • Researchers who need access to archives, museums, libraries, laboratories, or field data,
  • Experts who will collect data in Türkiye within the scope of an international scientific project.

If the foreigner is enrolled and studying in an associate, undergraduate, graduate, or doctoral program in Türkiye, the primary status is mostly student residence permit. However, an individual who comes solely to conduct short-term research and is not enrolled in a degree program in Türkiye may be evaluated under the short-term residence permit for scientific research purposes.

What is Done If the Research is Subject to Permission?

In cases where scientific activity is subject to permission pursuant to special legislation, the relevant institution's authorization process must be completed prior to the residence application or while preparing the application file. The competent authority may vary depending on the field of research. The same authority does not have jurisdiction for cultural assets, archaeological excavations, energy facilities, protected areas, health data, university laboratories, or public archives.

Therefore, there is no single general document applicable to all activities under the name of "scientific research permit." The applicant must first determine where the research will be conducted, on which data or material, and with which institution; then, the relevant special legislation and institutional procedure must be researched. If a university ethics committee decision, institutional access letter, or field permit is required but not submitted, a general research plan alone may not be deemed sufficient.

Information Useful to Include in the Permit Document

  • The researcher's name, nationality, and institutional information, if any,
  • The title, objective, and scope of the project,
  • The location or institution where the research will be conducted,
  • Start and end dates,
  • The duties and scope of access of the researcher,
  • The authorized person and contact information of the host institution.

What Declaration is Submitted If the Research is Not Subject to Permission?

In cases where the research is not subject to a special official permit, a declaration regarding the subject of the research is requested from the applicant. The declaration should not be left as a general statement of intent consisting of a few sentences. It must clearly demonstrate the scientific nature of the research and the necessity of being in Turkey.

A well-prepared research declaration should include the research question, methodology, field or data source, work schedule, institutions to be visited, expected output, funding, and duration of stay in Turkey. If there is a host university or research center, attaching an acceptance or invitation letter strengthens the verifiability of the declaration.

Is a Visa Required for Scientific Research Purposes?

In the residence permit types explanation published by the Presidency of Migration Management, it is stated that foreigners coming for this purpose must have obtained a "Scientific Research" visa from Turkey's foreign representations. Therefore, before entering Turkey, the procedures of the foreign representation must be checked based on the individual's citizenship, visa exemption, and the nature of the research activity.

The existence of a visa exemption does not mean that the requirement for a visa compatible with the purpose will be disregarded in all cases. Consular documents, the host institution letter, and the relevant research permit must be consistent with one another. If entry into Turkey has been made for another purpose, whether an application can residence permit transition application be made from within the country must be separately examined based on the current status and application date.

What Are the Required Documents for the Application?

The definitive list of documents may vary depending on the subject of the research, the status of the applicant, and the provincial Directorate's evaluation of the specific file. In addition to general residence documents, specific documents substantiating the research are essential.

Document group Sample documents Its function in the file
Identity and stay Passport, entry record, biometric photograph, application form Demonstrates identity and legal status of stay
Research Project summary, methodology, schedule, research statement Explains the purpose of stay and duration required
Institution Letter of invitation, acceptance, assignment, or hosting Verifies the institutional affiliation
Special permit Ethics committee, field, archive, excavation, laboratory, or access permit Demonstrates the lawfulness of the activity subject to permission
Subsistence and financing Scholarship, project budget, institutional support, or bank documents Explains how living expenses will be covered
Accommodation and health Address document and valid health insurance Supports general short-term residence requirements

For documents in a foreign language, translation, notarization, and, where necessary, apostille or consular legalization may be required. Discrepancies, such as a research duration of one year in the invitation letter, six months in the permit document, and three months in the insurance, must be explained.

How to Apply?

  1. It is determined whether the research is subject to special permission.
  2. A permission is obtained from the competent authority or an acceptance/invitation letter from the host institution.
  3. If necessary, a visa application compatible with the purpose is made to the Turkish diplomatic mission abroad.
  4. Before the legal period of stay in Turkey expires, a pre-application is created via e-Residence.
  5. The appointment and file submission procedure is completed in accordance with the current practice of the province where the application is made.
  6. If a request for supplementary documents is received, a response must be submitted within the granted timeframe.

The electronic registration of the application does not guarantee that the permit will be granted. The purpose of activity stated in the form must match the institutional documents, and the duration and plan of the research must be reasonably demonstrated. Notifications should be monitored against the risk of the application being dropped due to missing documentation.

What Needs to Be Considered Regarding Research Data and Personal Data?

The issuance of a residence permit does not grant the researcher unlimited access to any data, archive, health record, or institution. Where personal data, special categories of personal data, trade secrets, state secrets, cultural assets, or protected areas are concerned, relevant specific legislation and institutional rules shall apply in addition. The data source and access method must be clearly indicated in the research plan, and the necessary institutional permit or ethics committee approval must not be confused with the residence permit.

In studies where data will be collected from participants, whether disclosure and explicit consent are required, the transfer of data abroad, and the retention period must be evaluated before the project commences. Even with the host institution's approval, the researcher's processing of personal data for their own purposes may give rise to separate obligations. Documenting these distinctions from the outset strengthens both the lawful execution of the research and the credibility of the activity description in the residence file.

What is the Duration of the Permit?

The permit for scientific research purposes is a short-term residence permit. Pursuant to YUKK, short-term permits in this category may be issued for a maximum of two years at a time. However, this upper limit does not mandate that a two-year permit be granted to all researchers. The permit duration is determined by taking into account the research schedule, institutional acceptance, passport validity, insurance, and the validity periods of other documents.

If the research is to continue, before the expiration of the permit residence permit extension application must be made. For extensions, merely submitting the previous acceptance document may not be sufficient; documents demonstrating the progress of the research, the duration of continuation, and the current institutional affiliation must be prepared.

Does a Scientific Research Permit Grant the Right to Work?

No. A residence permit provides the right to stay in Turkey; it does not automatically confer the right to work for remuneration or as an employee. If the researcher will work for a fee on behalf of a university, company, or research center, the permit or exemption within the framework of the International Labor Law No. 6735 must be evaluated separately.

The presence of a scholarship or project support alone does not lead to the conclusion that "there is no employment." The de facto nature of the activity, the obligation to perform work, remuneration, the duties within the institution, and the contract provisions must be examined together. For details, work permit for foreigners guide can be consulted.

How Are Student, Researcher, and Employee Status Distinguished?

Nature of the activity Potential status Differentiating criterion
Enrolled in a degree program in Turkey Student residence permit Associate, undergraduate, graduate, or doctorate studentship
Timed and specific scientific project or fieldwork Short-term permit for scientific research purposes Research plan, institutional authorization, or research declaration
Paid academic or technical activity on behalf of an employer Work permit or exemption Actual employment relationship and assignment
Research for a maximum of one year through a public institution Scope of YUKK art. 31/1-k Through a public institution and program document

It is not the title or the name used in the contract that matters, but how the activity is actually conducted. Applying for the wrong type of permit may lead to the inability to prove the purpose of stay and the risk of rejection.

Reasons for Rejection, Revocation, and Non-Extension

Short-term residence permit for scientific research purposes may be rejected, revoked, or not extended in cases where the required conditions are not met, the purpose of stay cannot be documented, the permit is used outside its intended purpose, there is a valid deportation decision or entry ban, or violations occur regarding the duration of stay abroad.

Particularly, fake or unverified invitation letters, the institution not recognizing the researcher, the research activity failing to commence, conducting studies requiring special permits without authorization, and carrying out actual work without a work permit pose risks. The grounds for an adverse decision must be concrete and reviewable. For the notified decision lawsuit against the rejection of the residence permit and for the termination of the existing permit cancellation of residence permit articles can be reviewed.

Most Common Mistakes Made in Applications

  • Describing the subject of research with general and unmeasurable statements,
  • Failing to obtain the authorization of the competent institution for research subject to permission,
  • Applying for a scientific research permit when student or work status is required,
  • Contradictions among invitation, visa, insurance, and project dates,
  • Failure to document the financing and accommodation arrangement,
  • Failure to report the address change within the prescribed period,
  • Failure to submit an up-to-date document showing that the research is ongoing upon extension.

If the researcher is going to move to another province or continue fieldwork in a different province Change of city in residence permit the procedure must be evaluated in advance.

Frequently Asked Questions

Is the invitation letter sufficient on its own?

Generally, no. The invitation letter demonstrates the institutional affiliation; the research plan, relevant permits if special permission is required, financing, insurance, address, and general residence documents are evaluated separately.

What is the maximum duration for which a scientific research permit is granted?

This permit can be issued for a maximum of two years at a time within the scope of short-term residence permit. The actual duration may be determined shorter depending on the research schedule and the validity of the documents.

Does a PhD student apply for this permit?

As a rule, a foreigner enrolled and studying in a PhD program in Turkey is evaluated within the scope of the student residence permit. The status of a person who is enrolled in a foreign university and comes to Turkey solely for a temporary fieldwork may differ.

Can the researcher bring their family with this permit?

A short-term residence permit does not automatically grant residence rights to spouses and children. The requirements for family members are evaluated separately in terms of visas, family residence permits, or another status appropriate to their purpose of stay.

Is an ethics committee approval mandatory for every study?

No. The requirement depends on the field, methodology, data of the study, and the relevant institutional rules. Ethics and data protection approvals become particularly important when human participants, personal health data, or specific institutional data are involved.

Can one travel abroad while the application is pending?

Special rules apply depending on the stage of the application and the application document issued to the individual. Prior to travel, residence permit application document and the 15-day rule must be verified.
