Short answer: Post-graduation residence permit, is a short-term residence permit that foreigners who complete their higher education in Türkiye can obtain for a maximum period of one year, for a single time, provided they apply within six months from the date of graduation. The six-month period is the outer limit of the right to apply; it does not grant the foreigner the right to stay in Türkiye without a residence permit for six months following graduation.
The expiration date of the student residence permit, the graduation date, and the application date must be checked together. If the student permit expires before the six-month application period, the foreigner should not wait until the end of the six months while their current permit has already expired. The transition application must be made before the legal stay ends or within the period permitted by the legislation. For the general framework of residence permit types, Turkey residence permit 2026 guide may be examined.

What is a Post-Graduation Residence Permit?
The Law on Foreigners and International Protection No. 6458 enumerates foreigners who have completed their higher education in Türkiye and apply within six months from the graduation date among the grounds for a short-term residence permit. This special regulation provides a new short-term legal basis for stay for the graduate whose student residence permit has expired.
This permit is not an automatic extension of the student residence permit. After student status ends, a separate short-term application is made based on a new legal ground. To the current law and implementation regulation, from the Presidency of Migration Management legislation page accessible.
Who Can Apply for a Post-Graduation Residence Permit?
The essential elements of this special application path are as follows:
- Higher education must have been completed in Türkiye,
- The applicant must be able to prove their graduation with an official document,
- The application must be made within six months from the date of graduation,
- This special permit must not have been used previously,
- The general conditions for a short-term residence permit must be met.
How graduation at the associate, bachelor's, master's, or doctoral level is recorded in the specific application must be checked from the university document and higher education records. If there is any doubt regarding the nature of the educational record The official sources of the Council of Higher Education and the university's student affairs department must be taken as a basis.
Who Is Ineligible for This Special Application Pathway?
- Those whose registration has been deleted or who have left without completing a higher education program in Turkey,
- Those who have only completed a language course, certificate, or a program not considered higher education,
- Those who graduated from a university abroad and had their diploma recognized in Turkey,
- Those who exceed the six-month period from the date of graduation,
- Those who have previously used the one-time permit granted for this special graduation ground,
- Those who do not meet the general conditions for a short-term residence permit.
The recognition or equivalence of a foreign university diploma in Turkey is not the same as completing education in Turkey. Such individuals should evaluate the appropriate permit type if there is another legitimate ground for stay.
How is the Six-Month Application Period Calculated?
According to the official statement of the Presidency of Migration Management Accordingly, the application must be made within six months from the graduation date. The official graduation date determined by the university shall be taken as the basis for the commencement of this period. The diploma printing or delivery date is not always the same as the graduation date.
For instance, for a foreigner whose graduation record is June 15, 2026, but who receives their diploma in September, the six-month period is calculated as a rule from the official graduation date, not from the diploma delivery date. A temporary graduation certificate or a signed or verifiable document showing the graduation date must be obtained from the university.
If the final day falls on a public holiday
The calculation of deadlines, the exact moment the electronic application is completed, and procedural provisions must be specifically reviewed. Leaving the application to the last day may result in the loss of rights due to technical malfunctions, incorrect documents, or system access issues. The application should be completed at the earliest possible appropriate date.
Does It Grant the Right to Stay Freely in Turkey for Six Months?
No. The six-month period stipulated by law is the maximum time frame within which this special short-term residence permit can be applied for. It does not constitute an independent six-month visa exemption starting upon graduation or the expiration of the student residence card.
If the student residence card expires prior to the application, it must be further examined whether the individual has remaining visa rights or another legal basis for stay. Waiting solely with the mindset that 'the six-month period has not yet expired' after the legal stay has ended may lead to residence violations and application issues.
Does the Student Residence Permit Expire Upon Graduation?
The basis of a student residence permit is student status. Graduation, deregistration, or termination of the educational affiliation affects this ground. The fact that a later expiration date is written on the card does not mean that the change in educational status will in no way be reported or that the permit will definitively continue for the same purpose.
Graduation information may be reflected to the administration through university and relevant institution records. For the general conditions of the student residence permit student residence permit 2026 you may refer to our article.
Is the application an Initial Application, Extension, or Transition?
In the transition from a student residence permit to a short-term residence permit based on graduation, a transition application generally comes into question since the purpose of stay and permit type change. However, the foreigner's current status and system options on the application date must be specifically checked.
Mistakenly extending a student permit may falsely portray the educational purpose, which ended with graduation, as still ongoing. The distinction between application types residence permit transition application is explained in detail in the guide.
For How Long is the Post-Graduation Residence Permit Granted?
A residence permit for this purpose for a maximum of one year, granted only once, can be issued. The phrase 'maximum of one year' does not mean that a one-year permit will necessarily be granted to every applicant. The validity periods of the passport, health insurance, and other supporting documents, alongside administrative evaluation, are decisive.
Once this special permit expires, it cannot be applied for a second time based on the same graduation ground. If the foreigner has acquired a genuine ground for stay such as employment, family, education, real estate, or another valid reason, a timely transition to another permit type whose conditions they meet should be evaluated.

How to Apply for a Post-Graduation Residence Permit?
- The official graduation date is obtained from the university.
- The expiration date of the student residence card and the current legal stay are checked.
- The six-month external period and the legal stay period that may expire earlier are calculated separately.
- The diploma or temporary graduation certificate is obtained.
- Official e-Residency system An appropriate transition application is created through the system.
- Passport, health insurance, address, and other documents are prepared.
- Fees and document costs are paid via official methods.
- The appointment or document submission instructions indicated by the system are followed.
- The application form, application number, and submission records are retained.
Does the Post-Graduation Residence Permit Grant the Right to Work?
No. A graduation-based short-term residence permit does not grant the right to work on its own. In order for a foreigner to work under an employer or conduct business on their own behalf, a work permit or a valid work permit exemption under the International Workforce Law No. 6735 is required.
Receiving a job offer and being granted a work permit are not the same thing. The conditions for filing a work permit application from within or outside the country must be examined based on the foreigner's current residence status. Details work permit for foreigners can be found in the guide.
What Happens to the Residence Permit If a Work Permit is Obtained?
A valid work permit serves as a residence permit within the scope of the conditions set forth in Law No. 6458. However, merely applying for a work permit does not produce the same effect before a decision is rendered. It is not appropriate for the graduate to rely solely on a pending work permit application for legal stay.
When a work permit is granted, the start and end dates must be checked together with the current residence permit period. In the event of the termination of the employment relationship or the cancellation of the work permit, a new basis for stay must be evaluated in a timely manner.
What Happens If Enrolled in a Master's or Ph.D. Program?
If the graduate officially enrolls in a new higher education program, the conditions for a student residence permit may become applicable again. Merely applying, taking an exam, or receiving conditional acceptance does not constitute official student enrollment in all circumstances.
The gap between the start of the new educational program and the current legal stay must be planned separately. If a short-term permit has been obtained post-graduation, a transition procedure suited to the new purpose of stay can be executed following official enrollment.
How to Notify a Change of Address?
The addresses of graduates who leave student dormitories change frequently. The new address must be accurately declared on the e-İkamet form; changes occurring within the permit period must be reported to the relevant migration and population units within 20 business days.
In the event of moving to another province, the issuance of a new document to reside in the new province may be required. For a detailed process, Change of city in residence permit guide can be reviewed.
Does Traveling Abroad Affect the Application?
Exiting Turkey before the application is completed or without a valid legal residence document may affect the visa and application process. If travel is necessary while the evaluation is ongoing, the conditions for the 15-day return option provided by the approved residence permit application document and fee receipts must be verified separately.
The application form and the residence permit application document are not the same. To avoid issues at the border gate, up-to-date official information should be obtained prior to travel.
For general official information regarding applications and travel, YİMER 157 communication channels may be utilized. General information provided by telephone does not replace the document or written administrative procedure that must be presented at the border gate.
Why Might an Application Be Rejected?
- Submitting the application after six months have passed from the official graduation date,
- Failure to complete the educational program or inability to document graduation,
- The graduation not pertaining to a higher education program in Turkey,
- The one-time post-graduation residence permit right having been previously exercised,
- The application being made belatedly after the legal stay has expired,
- Failure to meet the requirements for passport, health insurance, address, or other short-term conditions,
- Presence of discrepancies in the documents or false statements,
- Having a valid deportation or entry ban decision against oneself.
